Civil-Military Operations in disaster response focus on working with civilian authorities to ensure relief reaches those in need and everyday life can resume. The military brings logistics, transportation, engineering, medical support, and security that can fill gaps and speed aid, but only in support of civilian leadership and within the framework of civilian authority. The aim is to complement and enable civil agencies, coordinating efforts so that relief distribution, shelter, medical care, and the restoration of essential services are prioritized under civilian command. Choices that imply independent military control, replacing local authorities, or limiting activity to reconnaissance miss the core purpose, which is partnership with civilians to restore civil life and maintain governance.
